Avances y retos en la UdeC

Los informes anuales de las escuelas y oficinas de la Universidad de Colima son una inmejorable oportunidad de recoger y valorar logros y desafíos. En el informe de este 2012, además, podemos revisar la situación de la Universidad en la conclusión de un periodo rectoral. Una colaboración de esta naturaleza no podría resumir cabalmente ni unos ni otros, pero en apretado esfuerzo abordaré algunos aspectos que aprecio en el área de la docencia.

1) Uno de los problemas a que debemos dedicar más atención en las instituciones educativas es el egreso. Los progresos en la cobertura educativa, esto es, en la posibilidad de una primera inscripción, se ven limitados severamente cuando las probabilidades de egresar siguen siendo tan cruentas como hasta ahora, a tal grado que la SEP desapareció el indicador de la llamada “eficiencia terminal” en sus documentos oficiales públicos. Conscientes de la situación, en la Universidad se desarrolla un estudio sobre la transición de la secundaria al bachillerato y de este a la licenciatura, para conocer más sobre la deserción y la expulsión de los estudiantes, y para redefinir las funciones vitales de la tutoría y la propia docencia. A lo largo del año un equipo coordinado por la Dirección de Orientación Educativa trabaja con la valiosa asesoría del doctor Manuel Álvarez, de la Universidad de Barcelona. Sus resultados, estoy seguro, podrían ser un insumo de gran valía para la docencia y la formación de los estudiantes en el futuro inmediato.

2) La planta docente de tiempo completo que labora en las facultades y centros de investigación es reconocida como una de las más habilitadas del país, según su nivel de escolaridad y productividad; es motivo de orgullo, y de ello se derivan muchos progresos. Ha sido posible por una política claramente dirigida a ello, pero los esfuerzos no son suficientes, por eso, durante los últimos años ese cuerpo de profesores se enriquecerá cualitativamente con tres convocatorias para igual número de concursos de oposición, con lo que la definición de las nuevas plazas queda sujeta a órganos académicos colegiados y criterios públicos. Para el caso de la educación media superior, que experimenta mayores necesidades, fueron dos convocatorias para diez nuevas plazas de tiempo completo. Este es uno de los mayores progresos en este periodo, sin embargo, falta todavía prestar decidido apoyo a las dos terceras partes de los profesores de educación superior y el 90 por ciento de bachillerato, los profesores por horas, en quienes reside principalmente la formación de los estudiantes.

3) Con el propósito de disponer de mecanismos más eficientes, completos y útiles para evaluar la práctica docente, durante 2012 se elaboró un nuevo sistema de evaluación, mismo que puede constituirse en un insumo fundamental para la reflexión y mejora colectiva de la docencia en la institución. Con la amplia participación de profesores y encabezada por un grupo de académicos la propuesta tendrá el aval requerido para superar las deficiencias de la actual.

4) La calidad de los programas educativos ha permitido que, desde su instauración, la Universidad reciba el reconocimiento de la SEP por la alta proporción de estudiantes que cursan carreras reconocidas por su calidad. Actualmente son 50 los programas de calidad en nivel licenciatura, reconocidos por los organismos competentes, y 14 los de posgrado que son parte del llamado “padrón de programas de calidad del CONACyT”.

Para ratificar la solidez de los programas educativos de la licenciatura un dato más: apenas la semana anterior se informaron los resultados de una convocatoria para conformar el padrón de programas de licenciatura de alto rendimiento académico del Centro Nacional de Evaluación para la Educación Superior (CENEVAL). Dicho padrón lo integran las carreras cuyos egresados alcanzaron resultados de “desempeño satisfactorio” y “sobresaliente” en los exámenes de egreso de licenciatura. Por parte de la Universidad de Colima fueron registrados once programas, quedando incluidos 6 de ellos en el estándar I (más del 80% de los egresados con buenos resultados) y tres más en el estándar II (más del 60% de los egresados con resultados adecuados), entre ellos, pedagogía, ingeniería civil, derecho, mercadotecnia, ingeniería en software, ingeniero agrónomo, médico cirujano y gestión turística.

5) Finalmente, en este recuento parcial no puedo dejar de mencionar los doce programas educativos que permiten alcanzar dobles grados: siete de licenciatura y cinco de posgrado. A la fecha, 56 estudiantes han optado por la doble titulación, en universidades de Francia, España, Tailandia, Australia, Chile, Panamá, Colombia y Estados Unidos. El camino seguirá siendo venturoso en los años por venir, aunque la base de calidad moderará el paso.

Son estos algunos de los avances principales de la Universidad de Colima. Como se infiere, su concreción es producto del trabajo de muchísima gente, de directivos, profesores, estudiantes y autoridades, quienes deben seguir aportando lo mejor para consolidar la posición de la Universidad, pero sobre todo, para hacer posible el cumplimiento pleno de sus funciones ante la sociedad.
