Los desafíos de la obligatoriedad del bachillerato

¿Se puede ser medianamente optimista frente al tema de la obligatoriedad del bachillerato?

No vacilo un instante: los profesores no podemos alojar el virus de la desesperanza o la derrota; por eso debemos desarrollar la capacidad de sobreponernos a la adversidad, pero me cuesta trabajo alentar el optimismo con el horizonte que observo. La historia, las estadísticas, algunas señales de política educativa y otras que recojo empíricamente, me están ganando la batalla.

La mayor parte de la preocupación y la ocupación del gobierno federal, a través de la RIEMS, así como de las universidades públicas estatales, es el ingreso al Sistema Nacional de Bachillerato (SNB).

Sucede el mismo fenómeno que cuando nacieron los Comités Interinstitucionales para la Evaluación de la Educación Superior (CIEES) y luego los organismos acreditadores del Consejo para la Acreditación de la Educación Superior. Una fiebre evaluadora que produce como efectos la obsesión y exigencia de ingresar a toda costa, y a cualquier costo. Sin medir consecuencias que no son siempre son fáciles de revertir.

Parecería que el ingreso al Sistema Nacional de Bachillerato constituye la cima más alta que deben conquistar los bachilleratos. Pero dicho Sistema parece insuficiente ante los desafíos cruciales: calidad de la enseñanza, acceso universal y abandono escolar. Dejo este al final, para afirmar que también debemos depurar el lenguaje oficial y entre los profesores: deserción es un término que castiga, como “ninis”, y ni siquiera podemos comprender el problema. La pregunta es urgente: ¿los alumnos desertaron de la escuela, o la escuela los abandonó?

No aprendimos las lecciones de la experiencia con el otrora llamado Programa Integral de Fortalecimiento Institucional. Algunos dicen: pero es que no podíamos evitarlo. Replico: pero nadie a nivel central nos ordenó que lo hiciéramos como lo hacemos, a veces aplanando la diversidad, sin construir itinerarios específicos para sectores heterogéneos, ni promover la participación de la mayor parte de nuestra comunidad académica, en un ejercicio para el cual solo les trajimos compromisos que debían cumplir sin consultarles, informarles o apoyarles. Esa mayoría, por supuesto, son los profesores de asignatura, el grueso de nuestra planta académica, sostén del esfuerzo formativo.

Aquellos procesos vertiginosos de evaluación para obtener nivel 1 de CIEES y luego la acreditación, se repiten peligrosa, caprichosamente para el ingreso al Sistema Nacional de Bachillerato. Me temo que sin superar las múltiples carencias que muchos estudiosos y la propia ANUIES reconocen y difícilmente pueden negarse.

Tuvo bondades toda aquella maquinaria de instrumentos, políticas y recursos, sin duda, pero el balance, que solo puede ser específico, deja hoyos enormes que podrían socavar las raíces del bachillerato universitario.

Entre otros defectos de este obsesiva necesidad de ingresar al Sistema Nacional de Bachillerato, es que el derecho a la educación se volvió invisible como problema, si alguna vez tuvo la preponderancia debida. Cierto, ha habido, hay programas, pero toda la parafernalia oficial la desmontan los inapelables datos que ahora muestra el más reciente informe del Instituto Nacional para la Evaluación de la Educación: el derecho a la educación media superior sigue negándose a un enorme contingente de niños y jóvenes mexicanos, y luego, para los que ingresan, no se han construido las condiciones suficientes para que todos o la gran mayoría puedan culminar y con una buena formación.

Si en educación superior el resultado negativo fue la simulación e ineficacia (repito, así reconocido por la ANUIES), en el bachillerato universitario puede ser más terrible. La industria de la evaluación para el ingreso al SNB podría pervertir el aire de las escuelas de media superior. ¿Seremos capaces de evitarlo?

    2. Make education free, but still keeping a certain quality level.

    3. A high school certificate is useless if the student doesn’t have the necessary knowledge.

    1.- I come from a High School that recently entered in the SNB and honestly that improved tha educational quality
    2.- The main reason why “ninis” exist is that they have a huge lack of resources and they can’t pay their education
    3.- In my hubble point of view, prices in the university of colima are high and can’t be justified at all
    4.- You can’t guarantee quality in a school without having guaranteed teacher’s quality

    1. That’s an important theme nowdays.
    2. It’s a Mexico’s problem that the students drop their studies.
    3. But sometimes it’s not their fault.
    4. They want to study, but they can’t, either it’s an economic problem or a knowledge one.
