LOS RETOS EDUCATIVOS DE COLIMA. PARTE I

La semana anterior, en vísperas de una reunión sobre el tema educativo en el Estado, revisé apuntes y datos. El ejercicio me permitió elaborar un diagnóstico cuya descripción será mínima, por los límites de este espacio.

En principio, es obligado diferenciar entre educación y escolaridad; entre educación y escuela. La escolaridad es un ritual; la educación, un proceso que ocurre en la escuela y en otras agencias sociales, como la familia, los medios, las calles de la ciudad o pueblo, entre otras. Lo que necesitamos, desde este punto de vista, es mejorar la educación no sólo en la escuela; por supuesto, en cualquier esfuerzo educativo el impacto de la escuela es decisivo, pero sólo desde la escuela difícilmente se puede tener éxito en un contexto adverso a las buenas intenciones que declaran las políticas educativas o el currículum.

En otras palabras, a riesgo de redundancia, hay que desarrollar la potencia transformadora de la escuela, el salón de clases y las actividades de los maestros, pero debemos articularla a una acción sistemática en otras instancias sociales y gubernamentales.

Una segunda consideración general es que Colima presenta, en general, mejores resultados que la mayoría de las entidades, pero su potencial permite ambicionar cotas superiores en indicadores cualitativamente más relevantes. Entre los retos de la educación en Colima ahora presentaré cinco.

Derecho a la educación. Central en México es la concreción del derecho a la educación. Colima no es la excepción. Es verdad que en analfabetismo Colima está lejos de los más atrasados, pero también, que hay comunidades pequeñas en la entidad con cifras peores que en aquellos Estados. En educación media superior y superior la cobertura está lejos de lo deseable. En Colima es común confundir cobertura (personas de un grupo de edad inscritas en el nivel educativo correspondiente) con absorción (aspirantes que solicitan ingreso contra los que efectivamente lo consiguen). No son lo mismo: uno se mide contra la población total de la cohorte, el otro, contra los egresados del nivel educativo previo.

La educación superior privada se expande aceleradamente en un contexto de laxitud legal en el país, con riesgosos efectos. En el sector de la educación proporcionada por particulares conviven universidades, instituciones, establecimientos y changarros. Debe entenderse que toda educación es una función social, sea impartida por instituciones públicas o privadas, por tanto, su regulación es una exigencia ciudadana de primera importancia.

La relevancia es uno de los rasgos de la educación de calidad. El tema tiene distintas dimensiones. En la escuela se asocia a los contenidos, métodos y prácticas, que deben producir aprendizajes significativos. Cuando los candidatos a presidentes municipales, por ejemplo, ofrecen pobrísimas propuestas para educación (uniformes escolares, útiles y becas) el mensaje es claro: los problemas de la educación los reducen a estudiantes y familias. Visión falaz.

La participación social es asignatura pendiente. Aunque ha habido esfuerzos más o menos afortunados, deben replantearse los términos de la relación. En principio, la participación social no puede reducirse a los padres ni a los empresarios. Incluso, deben reconocerse las interpelaciones entre la problemática social (violencia, pobreza, inseguridad, precariedad laboral, desempleo) y su impacto en la escuela y la educación.

La educación es, usualmente, recipiente donde se depositan exigencias sociales. Sin alterar el paisaje de la escuela ni sus condiciones materiales y humanas, se le van colgando tareas o funciones que otras agencias no pueden cumplir. La lista es larguísima; ahora, por ejemplo, existen voces que piden la conformación de policías escolares integradas por maestros, alumnos, padres de familia. Es decir, frente al fracaso de los responsables, se mira a la escuela y se le exige lo que naturalmente es imposible que pueda resolver en las condiciones de esta escuela que tenemos.

Estas son parte de las materias pendientes en Colima. La próxima semana, la segunda mitad.
