La semana pasada el director general del Instituto Nacional para la Educación de los Adultos, INEA, Juan de Dios Castro Muñoz, actualizó las cifras sobre el rezago educativo en el país. Como era de esperarse, los avances en la materia son insuficientes: 40 por ciento de los mexicanos (y principalmente mexicanas) no han hecho efectivo lo que constitucionalmente es un derecho.

Reconoció, según la nota de Notimex, que por primera vez en la historia disminuyó el número absoluto de mexicanos en esa condición. También precisó datos: 5.3 millones de analfabetas, 10 millones sin primaria y 16 millones sin secundaria. Si los datos son escandalosos, se trata solo de una aproximación a la realidad, pues no incluyen los millones de mexicanos menores de 15 años que tampoco tienen primaria o secundaria terminadas, o que viven en el analfabetismo. A ellos habría que sumar más de un millón que cada año son expulsados de la secundaria y del bachillerato; esto es, que el número de personas excluidas de la escuela es mayor a la población de muchos países del mundo. ¡Más grande que la propia matrícula en el sistema educativo nacional!

No quiero especular con una cifra sobre lo que sumarían los rubros anteriores, pero si casi 32 millones son de escándalo, varios millones más lo vuelven un gravísimo problema que parece invisible, hasta hoy, en las políticas públicas y ausente de respuestas eficaces. Veremos si aflora el tema en los próximos discursos públicos que habrán de escucharse dentro de pocas horas.

En Colima el rezago educativo no es menor. De acuerdo con lo expuesto la semana pasada en rueda de prensa por Oscar Javier Hernández Rosas, nuevo director del Instituto Estatal para la Educación de los Adultos, en el Estado los rezagados (mayores de 15 años) representan el 38 por ciento, y más de una cuarta parte de la población total. Desagregados, los datos son los siguientes: 94 mil personas no terminaron secundaria, 61 mil no tienen un certificado de primaria y cerca de 24 mil son analfabetos.

El esfuerzo que deben hacer los gobiernos federal y estatal es enorme, y consumirá varias décadas al ritmo actual. En Colima, por ejemplo, para 2012 se estima que 5,700 adultos reciban un certificado de estudios. ¿Cuánto tiempo requeriremos para resolver el problema en México y en Colima? Para el país don Pablo Latapí hizo un pronóstico dolorosamente vigente: el siglo veintiuno.

Las implicaciones de padecer rezago educativo son múltiples, todas cercenan las posibilidades de una vida digna para los adultos y colocan un obstáculo espinoso a sus hijos (sobre todo, a las mujeres): las condiciones sanitarias, el empleo, el horizonte cultural, la alimentación.

Si bien asistir a la escuela superior no garantiza un empleo con salarios dignos, ser excluidos del sistema escolar es un pasaporte a todas las formas de exclusión social. Y si para cada familia que enfrenta la situación es duro, que un país tenga a la mitad de sus habitantes en rezago es un impedimento severo para el desarrollo económico, humano y la democracia.

    Apreciado Doctor Juan Carlos
    Las cifras del rezago educativo de Mexico son efectivamente impactantes, desde pequeño escucho de esa gravísima situacion, nos consumimos el siglo XX y vamos por el XXI y no veo que podamos salir del rezago. Recuerdo que alentemos una esperanza cuando Fidel Castro encabezo las acciones totales para alfabetizar la isla de Cuba. Sin embargo nuestra realidad social es diferente y
    se opto por un programa burocratizado paulatino que se ve rebasado y pierde terreno cada ciclo.
    Las profundas difeencias sociales solo pueden derivar en rencores y violencia.

    I think this problem affecting our country is mainly due to lack of resources in some families the problems they may have in their homes and the lack of gas to progress.

    I think we should strive to reduce these numbers and encourage people with these problems and help them out.

    I think the largest number of them are women because in years past women had less freedom from their parents and just wanted to be taught to housework and not to study.

    If we all do a bit of our party can end the problem and so we have more progress in the development of our country.

    The number of people with poor education is great, but most of them are people who will not be forced to study 30 or 40 years ago, where considered more important to put to work than study. In the state there are now people who are falling behind. The problem is that they need these studies to obtain a good job. Because costs have increased and the minimum wage didn’t.

    Despite advances in the field of education, the percentage of Mexicans with educational gap is still 40 percent.
    The states with the lowest levels of education in Chiapas, (with 58 of every 100 people over 15 years), Oaxaca, Michoacan and Guerrero.
    It must seek to end educational backwardness soon. Nobody wants to have a rough country.

    I think that illiterate are not because they like, or this is what i want to think. I think that illiteracy is because economic problems at family. To solve this cases, it is necesary that public schools, if they are, make more ads about their existence. Other solution, could be go to the people in need of education, and try to improve.

    It’s surprising and worrying the numbers of educational backwardness, it’s necessary a change in the educational system, continue with the same solution of problem that doesn’t result will not change the situation. It’s hard get a title for adults that have a family, they can, but it’s hard. The young we can change those numbers.

    I seem enormous amounts of people without basic education, it’s an old problem in México, I have been witness of the apathy of people towards the studies but there are also grandparents by far enthusiasm. I think that it will spend long time so that this situation improves in our country.

    I think that’s the problem forever. Also note that many families do not have sufficient resources to support their children in elementary school is gratuity because apparently if you spend some money that many people does not.
    Also in some parts of our country, schools are left with a bit far away or too close can not be a problem that people can not study.
    Too often parents prefer their children to work instead of studying it because they think their way is always going to be on the field as well as I think good

    I think is regrettable see that there more illiteracy and that good that beyond reduced the number.
    I think to avoid the illiteracy. should that have more opportunities to the low resources. because with this will reduce the illiteracy giving them that opportunities of study and progress….

    I think it is somewhat surprising, says the figures are alarming hopefully the government really can do lake for this to end, so that ignorance and illiteracy desaparesca, so I think we would accomplish unimaginable things as a country, because the Mexican people have somo very Imprecionantes abilities but do not use them, and then I think the study that we could exploit devido and then creseria Mexico.
    Hopefully puedamos actually do something for that to work agan whatever you think we should all cooperate.

    In my opinion these figures are very important but at the same time to reflect and get to think that education is the only way to succeed and help our country improve their living conditions.

    I want to be dull and ignorant at the same time also, maybe i do go desapersivido turn of lucky numbers today ….. wow!! problem that the figures speak for themselves haun not know but I see what makes it ignorant, which gives me a desaprcevido at this moment is very serious ……. wow! surprised.

    The number of people with little education is great, but most of them are people who will not be required to study 30 or 40 years ago when it was considered more important to put to work study. In the state there are now people who are falling behind. The problem is that they need these studies to get a good job. As costs have increased and the minimum wage did not.
    I also think it very wrong for not doing anything to better the level of illiteracy in Mexico because the truth is I do something not too complicated for the country if other countries can do in Mexico because they do not, I would like to talk more about this issue with the secretaries of education or someone who will take the case for Mexico better.

    I also think that this numbers are alarming and worrying.
    32 million are a lot of people, one third of the country, more people than the entire population of other countries.
    This means that we must do even more in the field of education to reduce these numbers.
    People educated is the solution to several problems that we suffer.

    I think these figures are important and are the reflecion of the education of our country.The goverment should at least try to improve our education,because it has been like this for a very long time. Us the Mexican people have somo very usefull abilities but we do not use them to advance and improve for our future.

    In my view it is a shame to know that 40% of adults have not fulfilled their duty. I do not know what is the government doing to support students. I think it is critical that there are too many illiterate in our country. I wonder who is responsible for so decadent figure.

    I think the change is in us, since I can remember I have, politicians always promise campaigns and make proposals for education, and promise to change the educational system, improved. But the problem is that they have done nothing to solve the problem, not just care about the education their personal benefits.

    Obviously something sad, that betrays our country far from a third world, because in my opinion and in this time people do not care aboutliteracy, or an education, do not see many people who enjoy material luxuries without being able to write without a single spelling mistake by putting a very small example.
    Actually still think they can reduce those numbers, but will they? At present those who are part of these statistics is “accustomed” to live as he lives, unable to read or write, or have any studies, will they no longer have interest or domestic activities, or maybe some work and not allow them. Being cold and realistic I would say only that much progress will reduce the death rate or an increase of population and with moreawareness comes to the studies.

    In my opinion I think this problem affects a lot to our country to thelack of resources that some families do not have.
    It is also because the problems that each family can have and thatmeans we can not move forward.
    We must try to reduce these numbers to get ahead.
    If we all do our part would be very easy to end up with all these problems and situations for our country forward.

    …That’s just… plain depressing… I did know that most of the people from our country aren’t as lucky as we are, but seeing it with numbers makes it so much more real… and sad… it is necessary to help those people get a proper education, so that Mexico can become a better country… I just wonder what we, as individuals, can do to help… as a student I’ll play my role and study, but I do wonder if I can do anything else to help…

    It’s too sad to know these figures.
    Unfortunately not much progress the only know them, but knowing that does not belong to this index is something we should value.
    And it is to be known that this was often due to the economic situation in which there are many individuals and families, not allowed to study.
