OTROS RETOS PARA LA REFORMA

El arranque de un proyecto de reforma, como el que se impone en México, tiene retos previsibles y otros impredecibles. Frente a lo que sucede con los maestros opositores decirlo es una obviedad. Las reformas tienen desafíos antes y durante su implantación, y el fin del conflicto actual, advierto, no está cerca, pero cuando suceda no habrán terminado los problemas para la SEP.

Juan Carlos Tedesco, ex ministro de educaci√≥n en Argentina y experto de reconocimiento internacional, en su m√°s reciente libro (‚ÄúEducaci√≥n y justicia social en Am√©rica Latina‚ÄĚ, Buenos Aires, Fondo de Cultura Econ√≥mica/Universidad Nacional de San Mart√≠n, 2012), escribi√≥ un interesante cap√≠tulo dedicado al tema de las pol√≠ticas de subjetividad, como un componente imprescindible para los cambios. All√≠ sugiere que hay¬† tres √°mbitos desde los cuales se pueden desarrollar acciones para la movilizaci√≥n de los distintos actores del proceso pedag√≥gico, lo que tendr√≠a que provocar la reforma: ‚Äú(i) la capacidad para formular un proyecto, (ii) la capacidad para elaborar una narrativa acerca de la situaci√≥n que se vive y acerca de las estrategias de acci√≥n que desarrolla cada actor, y (iii) la confianza para enfrentar los desaf√≠os que presentan las situaciones de aprendizaje‚ÄĚ.

Traslado la idea a la reciente reforma constitucional en nuestro país. A mi juicio, el gobierno presenta un déficit en los tres ámbitos referidos por Tedesco.

Por un lado, la capacidad de formulaci√≥n del proyecto inexplicablemente est√° en cuesti√≥n, porque m√°s all√° del cambio en el texto constitucional no existe evidencia de un proyecto completo de transformaci√≥n. No es desde√Īable la hip√≥tesis de que la apuesta es persistir en ‚Äúpol√≠ticas de inmediatez‚ÄĚ e ir decidiendo sobre la marcha, sin un plan que oriente y conduzca los inevitables m√°rgenes de improvisaci√≥n en las acciones humanas y pol√≠ticas.

En segundo término, la narrativa elaborada en torno a la reforma tiene tres ejes: la evaluación de los docentes, la destitución de los liderazgos y una difusa idea de mejorar la calidad de la educación (reducida a mejorar puntajes en pruebas internacionales), que pueden ser un interesante punto de arranque y de uso político, pero se agotará pronto, porque no tienen la vitalidad para dirigir un proceso que solo puede ser de largo aliento.

Y en el tercer ámbito, las cosas no pintan mejor. La confianza, un ingrediente que mueve al mundo (porque mueve a los mercados y la economía de los países), se mina por las falencias en los dos primeros ámbitos, así como por las historias y las huellas de quienes protagonizan las transformaciones. Además, una reforma que no encuentra puntos comunes con los responsables de traducirla, los profesores, es una reforma muerta. Por lo menos en el discurso ya lo reconoce el titular de la SEP.

El propio Tedesco sostiene el doble lenguaje que prima en nuestros pa√≠ses: ‚ÄúPor un lado, se reconoce que la calidad de la educaci√≥n depende de la calidad de los docentes y, por el otro, se aplican medidas que provocan un profundo proceso de desprestigio de la profesi√≥n docente, asociado a la desmoralizaci√≥n, al creciente corporativismo de sus organizaciones gremiales y a la debilidad de sus saberes profesionales‚ÄĚ. Confianza ser√° un ingrediente clave, y la detenci√≥n de Elba Esther Gordillo, siendo relevante, no inyecta la fortaleza requerida para un proceso de largo aliento.

Si cambiar la educación es el objetivo, menuda tarea tienen quienes emprenden la reforma. Si se trataba de dar un golpe en la mesa, ya podemos poner el epitafio a la dimensión estrictamente educativa.

    While these steps do not solve the problem, already they is doing something.
    We should not be pessimistic, but if being critical observers of the changes.

    Functional reform is needed.

    Some people only think about their benefit and a new reform would affect them.

    Reform would be too favorable benefits only to students and not public servants.

    This is a complicated topic to discuss.
